A detailed 21-point, U.S-led peace plan will be the centerpiece of discussions on Monday when President Donald Trump meets with Israeli Prime Minister Benjamin Netanyahu. The ambitious proposal aims to chart a definitive path out of the nearly two-year Gaza war, addressing the release of hostages, the disarmament of Hamas, and the future governance of the Palestinian territory.
The plan has been taking shape in recent days, with President Trump expressing strong optimism following talks with Arab and Muslim-majority leaders on the sidelines of the UN General Assembly. He has publicly stated that “All are on board for something special,” suggesting a broad regional consensus for the American initiative, a key element for its potential success.
A core component of the proposal is the establishment of a Gaza International Transitional Authority. This body, supported by the UN and Gulf nations, would temporarily govern the strip. Reports have even suggested that former UK Prime Minister Tony Blair is being considered to lead this authority, which would be tasked with stabilizing the region before handing control to a reformed Palestinian Authority (PA).
This vision for Gaza’s future, however, puts the plan on a direct collision course with Prime Minister Netanyahu’s stated position. During his UN speech and in subsequent interviews, Netanyahu has firmly rejected any role for the Ramallah-based PA in governing Gaza, expressing doubt that it could ever be reformed to coexist with a Jewish state.
The success of the 21-point plan now rests on Trump’s ability to bridge this significant gap with Netanyahu. While the Israeli leader seems intent on continuing the war to defeat Hamas, he faces pressure from his key ally and from hostage families who are desperate for the ceasefire deal to succeed. The White House meeting will reveal whether this comprehensive plan can become a reality or remain a diplomatic blueprint.
